The Ad Hoc Assembly was created on 10 September 1952 by decision of the Council of Ministers of the European Coal and Steel Community, in Luxembourg. Alcide De Gasperi and Robert Schuman proposed "to invite members of the Assembly of the ECSC to prepare before 10 March 1953 a draft treaty establishing a European Political Community" (EPC). The first meeting of the Ad Hoc Assembly was held on the 15 September 1952 under the chairmanship of Paul-Henri Spaak. The Assembly was composed of 78 members of the Common Assembly of the ECSC, 8 appointed members (3 for Italy, 3 for France, 2 for Germany), plus 13 observers from the Council of Europe, not representing the member states of the ECSC. In its first meeting, the Assembly decided to elect the same Bureau and the same Secretariat of the Common Assembly of the ECSC, and to adopt its Regulations. The Assembly held nine sessions throughout its administrative life, namely 15 September 1952, 7-10 January 1953, 6-7 March 1953 and 9-10 March 1953. The approval of the final text of the draft treaty on the part of the Ad Hoc Assembly was passed on the 10 March 1953, a day after the ceremony which was held on the 9 March 1953 on the occasion of its final adoption by the Foreign Ministers. However, the non-ratification of the European Defence Community by the French National Assembly led to the failure of the proposed European Political Community.
