Summary
The fonds illustrates the negotiations for the Treaty of Rome. It was collected and preserved by the General Secretariat of the Council of Ministers in charge of the Secretariat of the Intergovernmental Committee which prepared the treaties of Rome. After the meeting of foreign ministers in Messina for relaunching the construction of Europe and creating a common market, the Six reached an agreement whereby an intergovernmental committee was established, led by Paul-Henri Spaak, to study and report on the various previous proposals. The report was centered on the core issue of the project presented in Messina, on the Dutch proposal for a Common Market and on Jean Monnet's idea for a community of nuclear energy. The Spaak report was approved by the foreign ministers of the Six in Venice on the 29 of May, 1956. The Spaak Committee then evolved into a Conference to draft the treaty. The Conference worked in Brussels (Val Duchesse) until the end of 1956. In February 1957 a series of meetings of experts and foreign ministers took place in Paris, culminating in an agreement of the Six in Rome, establishing a European Economic Community (EEC), and a European Atomic Energy Community (EAEC or Euratom). The fonds comprises the minutes of the Messina Conference and subsequent meetings of foreign ministers in Brussels, Paris and Venice as well as the minutes and working papers produced by the Intergovernmental Committee and its subcommittees during the preparation the Spaak Report. The fonds is complemented with a history of the articles of the Treaty of the EEC and Euratom
