The two treaties that the representatives of the six Member States of the ECSC signed in Rome on the 25 March 1957 establishing the European Economic Community (EEC) and the European Community for Atomic Energy (Euratom) were the result of a revival in interest for European integration that occurred between June 1955 and March 1957. The Messina Conference (1-2 June 1955) which brought together the foreign ministers of the Six studied the different projects proposed by France, the Benelux and Germany concerning the Common Market and Euratom. At the end of May 1956, at the meeting of Ministers in Venice, the Six adopted the "Spaak Report". An Intergovernmental Conference was announced to draft treaties for the Common Market and Euratom and on the 26 June, the Intergovernmental Conference was opened in Val Duchesse near Brussels. Deliberations were to continue until March 1957 however in the autumn of 1956 the negotiations became deadlocked. Adenauer's visit to Paris on the 6 of November during the crisis of Suez, unblocked the situation. France at this stage wanted a compromise solution. It was therefore decided to set a common external tariff to the arithmetic average of those in the six countries, setting objectives for a common agricultural policy, and Germany agreed to participate equally with France to a fund for helping overseas territories. A compromise was also established for Euratom and France allowed exceptions to the monopoly of the Euratom for supplies of fissile material. On the 25 March 1958, both the treaties on the EEC and Euratom were signed in Rome.
