Lionello Levi Sandri studied in Pisa, where he graduated in 1932. He began his career in the public administration and in 1940 he became associate professor in Labour Law and later in the year he took part in war operations in Africa. After the armistice, he took up arms against the Nazi-fascists leading a group of partisans in the province of Brescia. In the immediate post-war, he joined the Italian Socialist Party (Partito Socialista Italiano) and became chief of cabinet at the Ministry of Labour. In 1961, he was appointed in the Hallstein Commission in Brussels as substitute for Giuseppe Petrilli at the Social Affairs DG. Then, he was confirmed in the second Hallstein Commission (1962-1967) as one of the vice-presidents. He was further confirmed in his office in the Jean Rey Commission (1967-1970). After his resignation, he returned to Italy to chair the Council of State.
