Biographical or historical data

Carlo Scarascia Mugnozza Carlo was born in Rome on January 19, 1920. During his career, he took an active role in reformist initiatives (new agrarian legislation, redistribution of unfarmed land estates, redefinition of leases, the foundation of 'Coldiretti', the National Confederation of Cooperatives and 'Confagricoltura') aimed to address the serious situation which existed in rural areas in the immediate post-war period. Scarascia Mugnozza became a member of the Christian Democratic Party in 1945. In 1946 he was appointed as provincial secretary of his political party, and then was elected town councillor and finance deputy officer of the municipality of Brindisi for a decade, and later chairman of the agricultural consortium and of the farmers' association. He was first elected as parliamentary representative in the second legislature, and subsequently was appointed undersecretary of State at the Ministry of Public Education and at the Ministry of Justice. He served several times as advisor for the National Christian Democratic Party and was a member for ten years of the Agriculture Committee in the Italian Chamber of Deputies and participated in the work of the special commission responsible for drafting the provisions of the Treaties of Rome. From February 1961, he also served as Member of the European Parliament as part of the Christian Democrats grouping. Between 1961 and 1972, he participated in the activities of various international organizations. He twice led the Italian delegation in the preparation of the Stockholm Conference on the Environment and the NATO Conference on environmental problems. In March 1968, Scarascia Mugnozza became chairman of the Political Committee of the European Parliament in which he played a leading role as rapporteur on issues such as the problems of youth and the political union. His 1971 report on the political future of the European Communities was partially integrated in the Vedel report. In March 1972, he was appointed vice-president of the Commission presided by Mansholt, a position he retained during the Ortoli Commission. During those years he worked on agricultural policy, the environment, consumer, transport and information policy. His proposals for a global Mediterranean policy had a profound impact in the whole community.
