During World War II, L. Natali joined the Italian Liberation Corps as a volunteer. In the postwar period he worked in the city council of L'Aquila and was secretary of the Democrazia Cristiana for the province of L'Aquila. He was elected to the Chamber of Deputies, for the first time in 1948. In 1955, he was appointed under- secretary to the Presidency of the Council of Ministers in charge of press and information in the first Segni government, and later was appointed under- secretary to the Ministry of Finance and to the Treasury Department. In 1966 he became Minister of the Merchant Marine, then Minister of Public Works, Tourism and Agriculture. In 1976 he was appointed to the European Commission in Brussels. As Vice President he was responsible, among others things, for the environment, nuclear safety, relations with the European Parliament, the Mediterranean policy, and problems of enlargement.
