- Le passage à l'Europe distingue trois sphères européennes. La sphère externe, celle du continent et de l'ancien <<concert des nations>> ; la sphère interne des institutions et du Traité, source de grandes attentes ; enfin, imprévue et non perçue, une sphère intermédiaire, celle où les États membres, rassemblés autour d'une même table, se découvrent peu à peu coresponsables d'une entreprise commune, parfois malgré eux. Cette sphère intermédiaire, dont le Conseil européen des chefs d'État ou de gouvernement est devenu l'expression institutionnelle, est le théâtre des tensions entre l'un et le multiple. Tensions qui font la force et la faiblesse de l'Union comme en témoigne la crise de l'euro. Livre d'histoire, en ce qu'il prend au sérieux l'expérience des hommes politiques qui ont façonné l'Europe depuis soixante ans. Livre de philosophie, en ce qu'il veut savoir ce qu'est la politique avant de trancher sur l'existence d'un corps politique européen. L'un et l'autre, parce que l'auteur considère que la vérité de la politique ne se comprend que dans le temps
