- The fonds illustrates several periods of European history including the origins of the Council of Europe, Belgium's position on the creation of the European Coal and Steel Community (ECSC), the work of the Ad Hoc Assembly of the ECSC and the activities of the Western European Union (WEU) in the Saar. The documents also shed light on the history of the Walloon movement in Belgium since the 1930's and on the Belgian federalist activities in the 60's. Also included is material on the UN preparatory conferences (1945), on the activities of the Committee on Human Rights (1946-1952), on the conferences of the parliamentary representatives of NATO (1962-1966) as well as the papers of Ernest Mahaim and Emile de Laveleye

- Biographical or historical data
- Fernand Dehousse graduated with a law degree in 1929. Attracted by international affairs, he specialized in public international law at the University of Liege and became assistant to Ernest Mahaim, one of the founders of the International Labour Office (ILO), whom he succeeded in 1935. He joined the Parti Socialiste belge (PSB) in 1943. During the war, he was also removed from his chair due to his criticism of the king. After the war, he resumed his academic activities and became acquainted with Paul Henri Spaak. Shortly thereafter, he was appointed as Belgian permanent representative to the founding conference of the United Nations Organisation. He became also a strong supporter of European unification playing a major role in the European Movement, in the European Federalists Union (UEF) and in the Socialist Movement for the United States of Europe (MSEUE). He took part in the creation of the Council of Europe and was appointed Belgian delegate to the Consultative Assembly of the Council of Europe and later chairman (1956-1959). As a leading advocate of Community institutions, he supported the Schuman Plan and had a seat in the Assembly of the European Coal and Steel Community. He was called on to participate in the drafting of a treaty establishing a European Political Community. Within the framework of the European Parliamentary Assembly, he acted as President and as rapporteur of the Working Group on the European elections by direct universal suffrage (1958-1960). He actively worked in the Constitutional Review Committee of the Belgian Senate and in the Group of Twenty-eight (1969) In 1971-1972 he was Minister of Community Relations. He died on the 11 August 1976.
