Abstract
"The market for organic products is highly dependent on consumer confidence. Accordingly, EU legislation was designed to ensure that consumers can be sure they are buying organic products when they are labelled as such. The system of checks laid down in the legislation aims at verifying and certifying that each operator in the supply chain (e.g. farmers, processors, importers) applies the organic production rules correctly. The Court audited the application of the EU rules that apply to this system of checks. In order to gain sufficient assurance that the system is operating effectively and to protect consumer confidence, the weaknesses the Court has identified should be remedied both at the level of the European Commission and in the Member States."
