The Special Council of Ministers of the European Coal and Steel Community held its first meeting in Luxembourg in September 1952. In the Council each Member State is represented by its Foreign Minister and a Minister from the areas of economics, commerce or industry. As a body of the European Community and being in charge of ensuring the interests of Member States, the Council has a liaison and harmonization role between the activities of the Community and the Member States. The Council acts by decision or recommendations complying with decisions of the High Authority. Decisions and recommendations are taken by majority vote, but there are exceptions and the rules are complicated by weighting principles which require complicated calculations. The Council only takes decisions regarding the administration of the Community (establishment of certain treatments, privileges and immunities, appointment of certain officers) and those regarding the extension of the Treaty's implementation covering new products. In February 1953 a Coordination Committee (COCOR) comprising three members per country was created, in order to coordinate the work of the various committees established by the Council.
