Summary
Roland Tavitian records include notes, memoirs, letters and documents relating to his career as an economist at the European Commission. These documents relate primarily to his function as a director in the Directorate General for Economic Affairs (DG II), especially in the field of economic policy in the medium term (mid sixties). They document his activities at the General Directorate of Social Affairs (DGV) between 1972 and 1983. Part of these documents relate to issues of employment but the bulk concerns the drafting of the report of the 'Growth, employment and social policy' working group on "Social Policy and the search for new growth "(04/1983) also known as the Richard report. From August 1983, the records document his activities as Special Advisor to the Commissioner Richard consisting in the survey of companies interested in social innovation and the project for a Meeting Center for social parties (1985 ). The presence of teaching material reminds us that Roland Tavitian was also a professor of economics before and after his institutional career (University of Nanterre 1984-1987, European Business School 1987-1997). Included are interesting reports, written between 1990 and 1996, resulting from the activities of Roland Tavitian on the subject of pedagogy and economy particularly in the context of the PHARE and Tacis programs
Biographical or historical data
Roland Tavitian was an economist. After graduating at the Hautes études commerciales de Paris, he gained his Masters and Doctorate in Economics from Harvard University. He began his career as a lecturer at the Universities of Caen and of Lille. He then was head of mission at the service of the "direction de la Prévision du ministère de l'Economie" (1956-1960). After a short stay at the World Bank in Washington (1961), he joined the European Commission (late 1961). Under vice president Raymond Barre, he took part in the first works on the Economic and Monetary Union. In 1970, he was promoted Director of the Structures and Development sector. He moved to the Directorate-General for Social Affairs (DGV) in October 1972 where he set up the Employment Directorate (temporarily named Employment and Vocational Training Directorate). In this position, he was involved in the work on social dialogue (Standing Committee on Employment, Tripartite Conference) and developed cooperation between Member States in areas such as vocational training, contingency planning, job placement services. In 1982-1983, as Director for medium term development of social policy, he ensured the Secretariat of the working group made of independent experts responsible for drafting the report on social policy and growth (04/1983), also known as the Richard Report after the Commissioner for Social Affairs and Employment. When in August 1983 Roland Tavitian retired from the Commission, he continued his activities as a special advisor to Commissioner Richard. In this capacity, he participated in a survey conducted with the support of the research department of the Economic and Social Committee of the EC (1985) whose objective was to identify European companies or organizations interested in social management innovation. In order to establish a contact between them, Roland Tavitian established a "Centre de rencontres des acteurs sociaux" (1985). He went back to teaching (faculty of Nanterre 1984-1987, Ecole européenne des affaires 1987-1997) right at the time when the Common market was foreseen to enter into force in 1992. Between 1990 and 1996, he was a consultant in training and economy, mainly related to community programs such as PHARE and Tacis dedicated to Eastern Europe and the countries of the former Soviet Union.
