Summary
The deposit consists of 162 paper files covering the years 1947 to 2010, relating to Rencki's militancy in federalist movements, his collaboration in the 'Directorate General for Agricultural Policy' and the 'Directorate General for Regional Politics'. Amongst others the documents deal with the creation of the 'Union fédéraliste inter-universitaire' (UFI), the setting-up of the CAP with particular focus on reactions of Members States' agricultural producers and their organisations. The documents further deal with the European Commission's Regional Policy and the University conferences held by Rencki. The collection comprises also ten authentic historical audio recordings of Sicco Mansholt and Georges Rencki. The collection includes interviews on his engagement in the federalist movement (1953). These interviews can be consulted on the HAEU web site. The collection of original recording of meetings by Sicco Mansholt with the Committee of Professional Agricultural Organisations (COPA) and other recordings are consultable in the reading room of the Archives in Florence
Biographical or historical data
Georges Rencki was a member of the Polish resistance from the age of 14. After a period of imprisonment in Germany, he moved to London, where he studied for one year at the London School of Economics. He became interested in European federalism while studying federal law at the University of Fribourg in Switzerland, and he went on to attend the European Cultural Centre in Geneva. After completing his doctorate in Law in Paris, he became secretary general of the Union fédéraliste interuniversitaire, an international organisation which he founded together with professor of federal law Michel Mouskhély. In 1952, the same year in which he founded the European Assembly of Political Youth, Rencki joined the international secretariat of the European Movement. There he was responsible for external relations of the European Youth Campaign. He worked in the cabinet of European Commissioner Sicco Mansholt as deputy director from 1958 to 1959. He had a particular responsibility for social affairs, for press and information, and for making contacts within professional organisations. In 1959 he was named head of unit in charge of relations with agricultural professional organisations at the European Commission Directorate General for Agriculture (DG VI). He held this post until 1968, when he was named head of the "Relations with Non-Government Organisations" unit. From 1968 to 1977 he worked as head of the "Coordination of national policies on agriculture strategies" unit, looking particularly at reform of the Common Agricultural Policy. In 1977 he moved to the European Commission Directorate General for Regional Policy, where he worked on regional development policy, particularly direct aid for hill farmers and for disadvantaged areas. From 1989 to 1991 he was head of "Design and Launch of Regional Policies", and he was made Honorary Director General in August 1991. He retired in 1992. Between 1993 and 2001 Rencki acted as a special advisor for the Commission for Regional Policy Reform. After 1992, he also acted as a special advisor to the Prime Ministers of Poland, including Jerzy Buzek, helping to pave the way for Poland's accession to the European Union in 2004. Rencki is also a lecturer at the College of Europe in Bruges, the College of Europe in Natolin (Warsaw), and the University of Aix-Marseille-2.
