Summary
The fonds contains a relatively small amount of official documents from the CETS, particularly of Technical Planning Staff. This is the smallest of the ESA sub-divisions, but the quantity of the material is sufficient for the reconstruction of the history of the agreement between ESRO and European governments regarding space telecommunications. The files concern the various steps approaching the agreement on telecommunications with unofficial minutes, reports, notes and relevant correspondence, plus comments on the final text of the agreement
Biographical or historical data
After the United States' proposal for the creation of a world telecommunications system, the European countries established an institution with the specific task of participating in the development of the international satellite system: the European Conference on Satellite Communications. The purpose of this Conference was to draw up a common European policy for the impending negotiations with the United States and the other member countries of the European Conference of Postal and Telecommunications Administrations (CEPT). Although CETS was not established by any formal act, it was very active initially. In August 1964 the Washington agreement was signed which established an interim organisation: the International Telecommunications Satellite Organisation (INTELSAT). During the period 1964-71 negotiations of agreements were concluded on the final form of INTELSAT which entered into force on 12 February 1973. However, the analysis of the institutional, technical and economical implications of the project led the European Space Conference of Ministers, at its meeting of October 1968 in Bad Godesberg to take the European communication satellite programme out of CETS' hands and assign it to ESRO and to the European Launchers and Development Organisation (ELDO). Consequently CETS, having lost its "raison d'ĂȘtre", ceased its activity in 1970.
