- The fonds comprises the minutes of the Councils of the EEC, Euratom and COREPER and also documents concerning relations with European institutions and international organizations (OECD, GATT, etc.). Also included are briefings and administrative matters handled by the Secretariat: activities of the EEC, (establishment of common customs tariffs, agricultural, energy and social common policies ) and of the Euratom (cooperation agreement with the United States, joint research centres)

- Biographical or historical data
- The Council, whose presidency is held in turn by each Member State for a period of six months, ensures the coordination of the general economic policies of the Member States and it also has decision-making powers. Each member government delegates one of its members to the Council based on the matters to be handled; these then participate in meetings either alone or with the foreign minister of each Member State. The Council takes its decisions unanimously or by a qualified majority. In the first case, each State retains a right of veto; in the second the vote of the members is assigned a weighting. The Council is assisted by various committees or expert groups, the most important being the COREPER, composed of ambassadors to the EEC and Euratom, which was created officially at the time of the merger agreement, and which since 1958 has played an essential role in the preparation of the Council's decisions and in defending the interests of the States.
