Biographical or historical data
The Council of European Municipalities and Regions has its origins in two basic principles: local government constitutes the foundation of a states' democratic life and is profoundly attached to the premise of democracy, the CEMR can only accept as members the local authorities elected by universal suffrage. According to Edouard Herriot, Mayor of Lyon and on of the founding members of the CEMR, local authorities have a key role to play in the realization of the European Union. In a world that has become extraordinarily interdependent, cities and regions are expected to cooperate with their counterparts in other countries. To achieve this cooperation, they must have their own instruments at national level and establish common structures with local authorities of other countries. For this reason the Council of European Municipalities (CEM) was founded in Geneva in 1951 and became known as the Council of European Municipalities and Regions (CEMR) in 1984. Today the CEMR brings together over 100,000 local authorities in Europe, federated through 42 national associations of municipal and regional authorities in 29 European countries. Since its amalgamation with IULA (International Union of Local Authorities), the CEMR is also the most representative of its kind in Europe.
