Jacqueline Laguardia Martinez is Lecturer at the Institute of International Relations, University of the West Indies. Georgina Chami is Research Fellow at the Institute of International Relations, University of the West Indies, and recipient of the Central America/Caribbean Fulbright Visiting Scholars Program in 2010. Annita Montoute is Lecturer at the Institute of International Relations, University of the West Indies. Debbie A.
