- The records that make up this fonds, consisting of notes, memos, studies and speeches, illustrate the origins, structures, inner workings and policies of the EEC Commission (presidents W. Hallstein and J. Rey) and by the Euratom Commission (Presidents L. Armand, E. Hirsch, M. Chatenet) as well as their relationships with other institutions, international organisations, Member States and third countries. With the exception of the minutes of meetings of the Commission emanating from the General Secretariat, the files are primarily from the Directorates-General services. These, together with the so called "horizontal" services (i. e. the legal, press and information, statistics services) are the basic technical and administrative basic units of the EEC and Euratom Commissions. The reference codes of the transferred material reflect this structure. The Directorates General are each divided into 3 or 4 Directions or Services, composed of Divisions which are basic administrative units. The Archives of the Cabinets are not included in this fonds

- Biographical or historical data
- During the period covered by the documents (1958-1980), the Commission of the European Economic Community was the executive body of the European Communities. Holding the power of initiative, it was also responsible for implementing the decisions adopted by the Council of Ministers after consulting the European Parliament. The first EEC Commission, chaired by Walter Hallstein, launched the customs union and dedicated itself to the delicate matter of agricultural prices and regulations, while concluding trade negotiations governed by the General Agreement on Tariffs and Trade (GATT). The Commission of the European Atomic Energy Community, composed of five members and chaired successively by Louis Armand (1958-1959), Etienne Hirsch (199-1962), and Pierre Chatenet (1962-1967), was almost immediately a disillusion as members showed their disagreement on the objectives of the Treaty establishing the Community. The Nuclear Common Market, which began in January 1 1959, made it possible the free movement of fissile materials possible and the development of common research centres, but failed in conducting a common policy to build nuclear reactors for electricity generation. The Brussels Treaty of 1965 merged the executives bodies of the European Coal and Steel Community (ECSC), the European Atomic Energy Community (Euratom) and the European Economic Community (EEC) into a single institutional structure. This single Commission, chaired by Jean Rey, which was completed by the customs union in 1968, developed the association agreement with the newly independent States of Africa (Yaoundé Convention) and campaigned for the election of the representatives of the European Parliament by direct universal suffrage. The Commissions that followed, chaired by Franco Maria Malfatti and Sicco Mansholt launched the first activities on economic and monetary coordination, social and regional policies, and in 1973 worked for the first enlargement of the Community to the United Kingdom, Ireland and Denmark. The commissions chaired by Francis Xavier Ortoli and Roy Jenkins guided the enlarged Community through the economic problems due to the monetary and energy shocks in the years 1973-1979. They stabilised the foreign exchange market by establishing the European Monetary System and contributed to strengthening European cooperation when Roy Jenkins was the first President authorised to represent the EEC at the G7.
