Summary
By means of correspondence and circulars the history of the Lyon Committee of the Movement for the United States of Europe established in December 1955, can be traced. The files start from the period of the Congrès du Peuple européen (CPE) and after its absorption by the MFE. They illustrate the various federalist initiatives: the Committee for the European Federalist Party (CIPFE), the European Social Front (Spring 1963), the Democratic Front for a Federal Europe (FDEF) (Summer 1964), and the Committee Horizon 80 in Rhône-Alpes
Biographical or historical data
In December 1955 the Lyon Action Committee for the United States of Europe was created, just as the establishing of an official Europe had suffered a setback with the failure of the European Defence Community in August 1954, and the Union of European Federalists (UEF) was dismantled giving rise to the branch of the European Federalist Movement (MFE) (1956-1959). The Committee included members of the MFE, the European Left (like the journalist André Darteil), the European Movement and a few independents. Besides Andre Darteil, its governing body included Professor Andrew Boucherle, the pharmacist Frank Sérusclat, the student Marc Chartier. In 1956, the Committee became the regional branch of the campaign for the Congrès du Peuple européen organized independently by the leader of the MFE, Altiero Spinelli. However, despite the success of the first popular elections and of presentation, in 1959, at the European Parliamentary Assembly and national parliaments of a draft Treaty establishing a European Constituent Assembly elected by universal suffrage, the initiative quickly ran out of steam. The Lyon Committee, which had merged with the MFE, mainly engaged in new forms of federalists actions promoted by the MFE: the European Social Front (Spring 1963), the Democratic Front for a Federal Europe (FDEF) (Summer 1964). It also gave its support to the Horizon 80 Committee in the Rhone-Alpes.
