- Der bemerkenswerte Aufschwung Preußens zum Kulturstaat im 19. und frühen 20. Jahrhundert wurde nicht nur aus dem Staatshaushalt, sondern auch von den Kommunen bzw. Kooperationen und von den Bürgern über Steuern, Gebühren, individuelle Aufwendungen usw. sowie von Stiftungen finanziert. Zahlreiche, meist über Jahrzehnte laufende Statistiken und Dokumente belegen beispielhaft dieses bisher nur ansatzweise erforschte Zusammenspiel. Erstmals werden Budgets des Kultusministeriums aus des 1820er Jahren ediert. Weitere Schwerpunkte sind die Kultusetats ab 1849, die dazugehörigen, meist ungedruckten Debatten in der Budgetkommission des Abgeordnetenhauses, der Anteil der nichtstaatlichen Gelder an der Finanzierung kulturstaatlicher Bereiche wie dem Schulwesen, die Haushalte ausgewählter Städte von Thorn über Düsseldorf bis Berlin sowie das Wirken von Stiftungen. --
